H & S Manager – 884255

Overview:

This role is established in order to provide safety management support to the complex, multi-product 24/7  manufacturing site. The role is focused on full legal compliance, management system compliance, continuous improvement and finally, on the well-being of all people that interact within the site.

The Position: 

The Health & Safety Manager (HSM) is a member of the senior factory management team, reporting directly to the Factory Manager. This management team covers the full range of manufacturing functions and utilities required to operate the site. The HSM will need to build a strong, collaborative and trusting working relationship with each of these managers.

As a member of this management team, the HSM attends and represents safety at various site project, performance and quality review meetings.

Further, the HSM is responsible for orchestrating and chairing routine site safety management meetings with defined attendees representing all areas and functions within the factory site. The HSM will also represent the site at regular group H&S review meetings chaired by the Supply Chain Director.

The HSM is a specialist role and has one direct reports. The HSM has the authority of the Factory Manager to adjudicate, make decisions and issue instructions on all aspects of safety management across the whole site and including all employees at all reporting levels.

Normal management communication is required with the factory management team (individually and as a whole) and with all employees site as required in order to get the job done.

Close communication needs to be established with the Chief Engineer and Maintenance Engineering Manager in respect of planning and supporting major site capex investment projects and planned maintenance shutdowns throughout the year.

Direct communication with Group QEHS will keep us up to date on group initiatives and any extra related actions required.

It is a key responsibility for the HSM to keep up to date with the requirements of pending and new relevant legislation relating to safety and to ensure that site is prepared to remain fully compliant at all times and to advise the Factory Manager accordingly.

The HSM will also be the normal and first point of contact with the HSE in respect of all site-related safety issues.

Communication with other factories in respect of the H&S module in IFS will be required as an essential element of the IFS system maintenance and development.

 

Principle Responsibilities
  • Control, organise and administer all statutory information work and any other related legal obligations in order to ensure on-going full compliance with relevant H&S and environmental legislation.
  • Assume the role of primary site contact with the Health and Safety Executive Wales (HSE)
  • Implement expert knowledge and skills in order to generate and promote a positive health and safety culture. This represents a key role in helping to control occupational risk and improve occupational health and well-being.
  • Implement & maintain site H&S systems such as risk assessments & safe systems of work
  • Assist with the planning, implementation, monitoring and review of the group health, safety and environmental strategies, and the associated protective and preventative measures, which are required in order to minimise negative environmental impact, occupational health problems, accidents and injuries.
  • Undertake inspections, carrying out accident investigations, keeping records and writing safety case reports.
  • Ensure that all personnel are fully aware of SHE policies and procedures.
  • Carry out risk assessments and considering how risks could be reduced, as well as supporting devolved risk assessment throughout the factory.
  • Outline safe operational procedures which identify and take account of all relevant hazards (safe systems of work).
  • Manage and co-ordinate routine safety-related service contracts, which meet statutory or safe-working requirements, and ensure suitable records are maintained and available at all times.
  • Carry out regular site inspections and audits to check policies and procedures are being properly implemented, both informally and as an integral part of the internal audit programme. Includes all associated inspection findings and reports, and the scope includes legislative compliance auditing across all applicable legislation.
  • Lead in-house training with managers and employees about health and safety issues and risks, including induction training for all new and temporary employees.
  • Provide SHE design management support (HAZIDS / HAZOPS) to all significant site capex investment programmes, and subsequently act as CDM Co-ordinator for appropriate site installation projects in line with current best practice project management and our legal requirements for relevant construction projects.
  • Keep records of incidents and accidents and producing statistics and key performance indicators for management review. Use CI reporting to drive continuous improvements in all safety & environmental aspects of site operations.
  • Routine ‘horizon scanning’ in order to keep up to date with and be aware of new or existing legislation, approved codes of practice, guidance notes, and government reports and maintaining a working knowledge of all Health and Safety Executive (HSE) legislation and any developments or incidents that could affect the our industry or our specific site..
  • Ensure the safe installation of equipment through routine project involvement and input at the design stage.
  • Advise on a range of specialist areas, e.g. fire regulations, hazardous substances, noise, safeguarding machinery, ATEX and occupational diseases.
  • Implement corporate safety training policy as applicable to the needs and requirements of the factory. In conjunction with the HR Manager, ensure that plans are in place to maintain full compliance with all statutory training requirements across all disciplines in the factory.
  • Management Representative responsibility for the site ISO45001 certifications, reporting to management review. Responsible for the maintenance and development of all associated BMS documentation in support of these certifications.
  • Chair and produce minutes for the site safety meetings, ensuring that all action points raised are closed out in a timely manner. Include management review of the quarterly report.
  • Attend Company Safety Meetings as the site representative. Responsible for addressing key agreed action points arising from these meetings. Responsible for managing or supporting site or group SHE projects as defined and agreed with the Factory Manager and Group QEHS.
  • Timely submission of all H&S reports and key performance indicator results and manage the actions plans required and agreed to address any issues arising from these reports.
  • In conjunction with the Factory Manager & Site Senior Team responsible for the maintenance and development of the site Emergency Response Plan and the site Business Continuity Plan.

THE PERSON

  • Minimum Level 3 NEBOSH/IOSH General Certificate in Health and Safety (Progress to Level 5 NEBOSH/IOSH General Certificate in Health & Safety)
  • Minimum 5 year’s of experience in health, safety and environmental management
  • Lead Auditor for either ISO14001 or ISO45001 (with recognised transition lead assessor training for the other)
  • Strong communication and reporting skills
  • Self-driven and professional attitude at all times
  • Knowledge and understanding of all legislative requirements relating to occupational health & safety, through experience and qualification.
  • Detailed working knowledge of the latest versions of ISO45001 management system standards and practical application in the workplace.
  • Strong influencing abilities with non-reportees.
  • Respected as an expert in the field of safety management.
